The Tower is numbered 16 in the Major Arcana.
The Tower stands on top of a mountain, but it has been destroyed by a lightning strike, setting it on fire and causing two people to jump out in the chaos and destruction.
The Tower represents a strong belief system, which has been struck by a revelation or an awakening, represented by the lightning, hence we see the top of the Tower struck clean off. The sudden change might seem terrible at first, yet at the same time, there will be benefits.
Although the Tower seems strong, the foundations which is the mountain seems tiny or insufficient for it to be stable. This hints that they could have shifted to a better location earlier if they didn’t fear change.
